Numbers per million state population are more meaningful for many purposes than simple numbers, since states differ so greatly in population, and the measure of activity of Rock Art organizations is what proportion of citizens are actively involved. (Numbers are member units, which may be either individuals or families.  This could distort comparisons between states if one state has a substantially higher proportion of individual memberships, another state of family memberships.)
